ICPC Secures Conviction of Contractor for Forgery, False Statements in HYPREP Bid

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Mr. Henry Iloka, Managing Director of Alliance Boots Limited, on charges of forgery and making false statements in connection with a contract under the Hydrocarbon Pollution Remediation Project (HYPREP).
According to a press release issued on May 14, 2026, and signed by Head of the Media and Public Communications, ICPC, Mr. J. Okor Odey, Justice U.P. Kekemeke of the Federal Capital Territory High Court, Maitama, found Mr. Iloka guilty on four counts. Evidence presented in court showed that he submitted forged documents to support his bid, falsely claiming prior contractual engagements with the Central Bank of Nigeria and the Nigerian Communications Commission.
The prosecution established that Mr. Iloka misrepresented pre-qualification documents submitted to the Federal Ministry of Environment as authentic and presented a forged “Letter of Award” purportedly issued by the NCC to support his tender for an N182,721,000 consultancy contract for HYPREP’s Media and Public Relations program in Ogoniland. He was also convicted for making false statements to investigators during the course of the inquiry.
The court imposed cumulative fines: N100,000 on each of two counts for making false statements under Section 25 of the Corrupt Practices and Other Related Offences Act, 2000, and N500,000 on each of two counts for forgery under Section 363 of the Penal Code Act.
The ICPC reiterated its commitment to enforcing transparency and accountability in public procurement and warned contractors against submitting falsified documents or providing misleading information in bids for government contracts.
