ICPC: Former University Dean Convicted of Sexual Harassment in Landmark

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has achieved a significant milestone in Nigeria's pursuit of justice, securing the conviction of Prof. Cyril Osim Ndifon, former Dean of Law at the University of Calabar, on charges of sexual harassment. This landmark case represents a major breakthrough in the fight against abuse of power in academic institutions and underscores the importance of accountability.
According to ICPC Spokesperson John Okor Odey, the judgment serves as a testament to the fact that the rule of law applies equally to all individuals, regardless of their position or influence, in Abuja.The Commission's investigation, which commenced in 2023, was marked by a meticulous and evidence-based approach, as highlighted by Deputy Director Ebenezer Shogunle.
Odey explained, the prosecution, led by Dr. Osubeni Akponiminsingha, relied on crucial evidence, including data extracted from Prof. Ndifon's phone, which revealed a disturbing pattern of behavior. Forensic expert Mr. Bwaigu Fungo testified to the fact that Prof. Ndifon had repeatedly solicited intimate videos from students and prospective applicants on multiple occasions.
He stated, the case has also shed light on the need for effective anti-harassment policies within Nigerian universities. In response, the ICPC has collaborated with the Gender Mobile Initiative (GMI) to develop a robust policy framework that addresses sexual harassment, including modern forms of abuse.
The Commission has embarked on a nationwide campaign to promote transparency and public awareness, engaging with media leaders and stakeholders to foster a culture of accountability. The ICPC-GMI partnership aims to roll out this policy across 354 higher institutions, promoting a safer and more accountable academic environment.
This conviction represents a significant step forward in Nigeria's efforts to combat sexual harassment and abuse of power, and serves as a powerful reminder of the importance of upholding the rule of law and protecting the rights of all individuals, he added.
