ICPC Secure Landmark Conviction In N6 Million Bribery And Forgery Case Involving Public Contract Award

In a landmark victory for anti-corruption efforts in Nigeria, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has successfully secured convictions against four individuals and one company for a brazen scheme involving bribery, forgery, and deceit to manipulate public contract awards.
The defendants: Kenneth Okezie Samuel, Boss Engineering Nigeria Ltd, Collins Ugwu, and Cosmas Okechukwu Eze, stood trial before Hon. Justice A. O. Otaluka at the Federal Capital Territory High Court, Apo Division, on a six-count charge of conspiracy to offer bribes, actual payment of bribes, forgery, and making false statements to public officers. These offenses flagrantly violated the Corrupt Practices and Other Related Offences Act, 2003.
The case revealed a deliberate and calculated plot to bribe officials within the Federal Ministry of Works with the substantial sum of N6,000,000 to improperly influence contract awards. Furthermore, the defendants submitted a forged tax clearance certificate as part of the bid documentation to unfairly qualify Boss Engineering Nigeria Ltd.
Through meticulous prosecution, including testimony from seven credible witnesses and irrefutable documentary evidence, the court found the defendants guilty on all counts beyond reasonable doubt. Justice Otaluka condemned the corrupt conspiracy and emphatically upheld the principles of transparency and integrity essential to public procurement.
Sentences were stern and clear: Kenneth Okezie Samuel and Collins Ugwu each received two-year concurrent prison terms, while Cosmas Okechukwu Eze was sentenced to one year, all with hefty fines reflecting the grave nature of their offenses. Boss Engineering Nigeria Ltd was fined accordingly, with all fines promptly paid.
